The City of Upland is currently updating its Local Hazard Mitigation Plan (LHMP), a critical long-range planning document designed to help our community better prepare for emergencies before they occur. Rather than simply reacting after a disaster, this plan focuses on identifying risks in advance and putting strategies in place to reduce impacts to residents, businesses, and public infrastructure. It serves as a roadmap for strengthening public safety, protecting property, and improving the City’s ability to respond to and recover from emergencies.

The LHMP evaluates a wide range of potential hazards that could affect Upland, including earthquakes, flooding, hazardous materials incidents, infrastructure failures such as power outages, extreme heat, drought, severe weather, wildland and urban fires, and even emerging risks like cyberattacks. The plan also looks at how climate change may influence these hazards over time and assesses how vulnerable our community, facilities, and critical systems may be in the future.

In addition to identifying risks, the plan outlines specific actions the City can take over the next five years to reduce those risks. These include policy recommendations, infrastructure improvements, and preparedness strategies aimed at minimizing damage, protecting lives, and maintaining essential services during emergencies. Importantly, having an adopted LHMP keeps the City eligible for Federal Emergency Management Agency (FEMA) grant funding and additional state assistance, which can be used to support projects that improve safety and resilience.

The draft LHMP is now available for public review, and community input is a key part of the process. Residents, business owners, and stakeholders are encouraged to take a few minutes to review the plan and share comments, concerns, or suggestions. This is an opportunity for the community to directly shape how Upland prepares for future disasters and ensures that local priorities are reflected in the final plan.

The City will also be discussing the draft plan at upcoming community meetings and will host a public webinar on April 14 at 4:00 p.m.. This one-hour session will provide an overview of the plan, allow residents to ask questions, and offer another opportunity to provide feedback. After incorporating public input, the plan will be submitted to the State and FEMA for review before returning to the City Council for final adoption later this year.

Residents who are interested in being part of this process are encouraged to review the draft plan and submit their comments. Community participation plays an important role in making sure Upland remains prepared, resilient, and ready to respond to whatever challenges may come our way.
