The Upland City Council held its regularly scheduled meeting on Monday, July 28, 2025. The session included public recognitions, discussion of key fiscal and infrastructure items, and decisions on public utility billing enforcement and surplus land sales. Ceremonial Items & Recognitions

  • Good Conduct Medal: Presented to Master Sergeant Michael Resendez by Congresswoman Norma Torres.

  • Retirement Proclamation: Honored Jackie Crandell for 20 years of service to the City.

  • Event Sponsors Acknowledged: Recognized community partners for their support of the Light Up the Night event.

Consent Calendar Highlights (Approved as a Group)

  • Appointments: Mark Bertone and Rob Clark were appointed to the Building Appeals Board.

  • Committee Restructure: The Economic Development Committee was dissolved. Finance Committee meetings will now be held biannually.

Public Hearings

  1. Delinquent Utility Billing Liens (COUNCIL VOTE 5-0)
    The Council held public hearings to approve placing delinquent water, sewer, and refuse service charges on the San Bernardino County tax roll.

    • Total to be recovered: $808,994.19

    • Accounts impacted include Single-Family, Multi-Family, and Commercial tenants.

    • This is part of enforcing Ordinance No. 1983, which requires all utility accounts to be in the property owner's name.

  2. Solid Waste Delinquency (Burrtec) (COUNCIL VOTE 5-0)

    • Additional $232,589.96 in unpaid refuse service charges to be liened.

    • Burrtec accounts include 682 single-family and 45 multi-family units.

  3. Weed Abatement (COUNCIL VOTE 5-0)

    • Council approved the 2025 Weed Abatement Infraction Log and authorized nuisance abatement.

  4. Sale of Surplus Property on Grove Ave (COUNCIL VOTE 5-0 to not sell)

    • Council approved the sale of a 1,400 sq. ft. triangular parcel to Fore Green Development, LLC for $30,000.

    • The land will facilitate an additional driveway for a previously approved apartment and commercial complex.

    • The agreement includes safety measures such as a “pork chop” curb and "No Right Turn" signage to protect traffic flow.

      Veteran Business License Amendment (COUNCIL VOTE 5-0)

    • Council introduced a first reading of an ordinance to provide business license tax credits to all honorably discharged veterans, expanding beyond disabled veterans.

    • Credit options include a $100,000 gross receipts deduction or $108 flat credit, depending on the tax calculation method.

  5. Sewer System Management Plan Update (COUNCIL VOTE 5-0)

    • Approved and authorized staff to submit the plan to the State Water Resources Control Board by the August 2 deadline.
