🔧 Investing in Upland’s Future: FY 2025–2026 Capital Improvement Program
The City of Upland has released its Fiscal Year 2025–2026 Capital Improvement Program (CIP) Project List, detailing a proactive and balanced approach to maintaining and modernizing our city’s infrastructure. This year’s program reflects our continued commitment to fiscal responsibility, public safety, and improving quality of life across all neighborhoods. The CIP serves as a blueprint for prioritizing critical projects while planning for long-term sustainability and regulatory compliance.
Streets and transportation infrastructure continue to be a top priority. The upcoming year includes major street resurfacing and rehabilitation efforts, most notably the Foothill Boulevard Pavement Rehabilitation and Utility Improvements Project, which recently received full funding and Council approval. Additional resurfacing projects include 16th Street from Campus to Mountain, San Antonio Avenue between Arrow and 11th, and Central Avenue, where aging asphalt and curbs will be replaced, ADA access will be improved, and traffic signal upgrades are planned. These investments are essential to preserving our roadways and enhancing traffic safety for drivers, pedestrians, and cyclists alike.
In the Water Division, the City is making major infrastructure upgrades to support water quality, system reliability, and regulatory compliance. Key projects include water main replacements on streets such as Benson Avenue and 16th Street, improvements to pressure-regulating stations, and the replacement of aging water meters with more modern, accurate technology. These upgrades help reduce costly leaks, maintain system pressure, and improve customer service. Funding for these projects will come from a mix of water enterprise funds and previously secured bond proceeds.
Stormwater management is also addressed through projects that aim to reduce localized flooding and improve water quality. This includes catch basin retrofits, pipe replacements, and flood hazard mitigation efforts, particularly in areas identified through the City’s updated stormwater master planning. Many of these efforts are eligible for regional and state funding, and staff continues to pursue grant opportunities where possible.
Facility and fleet upgrades round out the program, with funding allocated for public building maintenance, fire station improvements, and equipment replacement. These investments ensure that our public safety departments and City staff have the tools and facilities they need to operate efficiently and serve the community effectively. Notable facility projects include HVAC and roof replacements at City Hall and the Police Department, along with fleet vehicle replacements for Police, Public Works, and Code Enforcement.
Parks and recreation also remain part of the City’s capital planning. Projects planned for FY 2025–26 include upgrades to Sierra Vista Park and Greenbelt Park, with the installation of new picnic tables, trash enclosures, and pathway repairs. These investments are small but important steps in ensuring Upland’s parks remain clean, safe, and enjoyable for residents of all ages.
Altogether, the FY 2025–26 CIP represents a cross-departmental effort to reinvest in the city’s core infrastructure, improve service delivery, and plan ahead for future growth. Projects are funded through a combination of local capital reserves, ARPA allocations, Measure I funds, Road Maintenance and Rehabilitation Account (RMRA) gas tax revenues, and restricted utility enterprise funds—ensuring that every dollar is put to work responsibly and transparently.
As always, the City remains committed to leveraging outside funding opportunities and forming regional partnerships to stretch local dollars further. Whether it's roads, water, storm drains, or public facilities, the FY 2025–2026 Capital Improvement Program lays a solid foundation for a safer, stronger, and more resilient Upland.
