🚶‍♀️🚴‍♂️🚌 Upland Mobility Master Plan: A Safer, More Connected Future
Public Works Committee Update – July 2025

The City of Upland is moving forward with its first-ever Mobility Master Plan, a citywide blueprint to improve how residents walk, bike, roll, and ride across town. Backed by a Caltrans grant and months of community outreach, this plan is built around real data, real feedback, and a clear goal: make Upland safer and more accessible for everyone.

🔍 What’s In the Plan?
The Mobility Master Plan proposes new and improved infrastructure, including:

  • Expanded bike network: 24 miles of new bicycle facilities, including 11.7 miles of Class IV protected bike lanes and 11.2 miles of Class I multi-use paths.

  • Safe Routes to School: Upgrades around all 14 public schools in Upland to improve student safety.

  • Better sidewalks, ADA accessibility, and safer crossings throughout the city.

  • Improved trails like the Pacific Electric Trail and Euclid Bridle Path.

The plan identifies the highest-priority corridors, including:

  1. Arrow Highway

  2. 11th Street

  3. Foothill Boulevard

  4. 8th Street

  5. Mountain Avenue

  6. 9th Street

  7. San Antonio Avenue

  8. Euclid Avenue

  9. Memorial Park / 13th Avenue

  10. 16th Street/Baseline Road

📊 By the Numbers

  • 520 pedestrian or bicycle collisions were recorded in Upland from 2011–2022, with 20 fatalities.

  • Over 1,000 residents provided input through surveys and community events.

  • Less than 4% of Uplanders currently walk, bike, or use public transit to get to work.

This plan isn’t just about bike lanes—it’s about safety, equity, and quality of life. By identifying infrastructure gaps and proposing feasible, cost-effective solutions, the City is positioning itself for competitive state and federal grant funding.

⚠️ Challenges Ahead
Some proposed routes may require:

  • Lane narrowing or road diets

  • Removal of on-street parking

  • Speed limit reductions to comply with state law (SB 1216)

Community feedback will continue to shape the final plan before it goes to the full City Council for adoption this fall.
