The City of Upland has released a Draft Initial Study and proposed Mitigated Negative Declaration (IS/MND) for the San Antonio Water Company (SAWCO) Headquarters Project, in accordance with the California Environmental Quality Act (CEQA). This step opens the project up for public review and comment from agencies, organizations, and interested residents.

Location:
400 East 20th Street, Upland, CA (APN 1044-091-22)

Project Overview:
The proposal calls for a new 3,698 sq. ft. SAWCO headquarters and a 4,066 sq. ft. maintenance building, along with a maintenance yard, driveway, parking, solar cover, landscaping, citrus grove, and utility upgrades. The site’s existing water storage tank, pump station, and signal facilities will remain in place. The new buildings will be up to 23 feet tall and employ about 10 people.

Public Comment Period:
August 14, 2023 – September 15, 2025
