Upland Residents – Your Input is Crucial!

On Monday, February 24th, at 6 PM, the Upland City Council will meet to discuss budget adjustments following the failure of Measure N last November. While the measure did not pass, the deteriorating condition of Upland’s roads remains a critical issue. Without additional revenue, the City must implement cost-saving measures and reallocate funds toward essential infrastructure improvements, particularly road rehabilitation.

The Challenge at Hand:

• Full road rehabilitation costs approximately $1 million per lane per mile.

• A basic mill and overlay costs between $250,000 and $350,000 per mile.

• Fully rehabilitating one mile of a two-lane road in each direction costs roughly $4 million.

• Upland has 412 centerline miles of city streets in need of maintenance.

Currently, the City allocates about $6 million per year to road maintenance. However, to properly maintain and improve our streets at a C+/B- grade, we need approximately $31 million per year—totaling $157 million over five years in today’s dollars. Achieving a B+/A- grade would require $300 million over ten years, and with inflation, the cost could rise even further.

Each year we delay action, the total cost of repairs increases. Road maintenance is a revolving door—when one street is fixed, another deteriorates. Without proper long-term funding, the situation will continue to worsen.

To begin addressing this issue, the Council is considering redirecting funds from nonessential programs to road maintenance. The staff report outlines potential budget cuts that could free up $4.3 million, covering just one mile of a two-lane road—a small step in a much larger challenge.
