The Villa Serena Specific Plan will be presented and considered at the upcoming Planning Commission Meeting on Wednesday, April 23rd at 6:30 PM in the City Council Chambers at Upland City Hall.

About the Project:

The Villa Serena project proposes the development of 65 single-family homes on approximately 9.16 acres located within the 15th Street flood control detention basin. As part of the plan, 15th Street would be extended to Campus Avenue, and a private residential community would be constructed. The project also includes a public pocket park and modifications to retain the basin’s flood control function, ensuring the area continues to serve its stormwater management purpose.
