Upland PD Partners with the Blue Envelope Program

The Upland Police Department, in partnership with the San Bernardino County Sheriff’s Department, proudly offers the Blue Envelope Program—an initiative designed to foster inclusivity and improve interactions between law enforcement officers and community members with disabilities or medical conditions.

What is the Blue Envelope Program?

The Blue Envelope Program provides individuals with a visible way to communicate their condition—such as Autism Spectrum Disorder, dementia, anxiety, or other cognitive and sensory challenges—to law enforcement or other first responders during interactions.

How It Works

Participants can display a Blue Envelope, lanyard, or other branded items to signal that they may require additional understanding or accommodations during interactions. The Blue Envelope itself can hold important documents like:
✔ Identification
✔ Emergency contact details
✔ Vehicle registration and insurance

Free Blue Envelope Materials

The program is voluntary and does not require registration—meaning individuals can participate at their own discretion. Free materials available at participating locations include:
Blue Envelopes
Lanyards
Seat Belt Covers
Button Pins
Ribbons
Keychains
Bracelets
Stickers

Where to Get Your Free Blue Envelope

You can pick up your Blue Envelope Program materials at the Upland Police Department, participating law enforcement agencies, or select community partner locations.
