I am pleased to share the Upland Police Department's May 2026 Monthly Report. Overall, public safety conditions in our community remained stable throughout the month, with no significant negative trends identified. The department continues to deliver strong results while maintaining its commitment to protecting our residents, businesses, and neighborhoods.

Emergency Response & Calls for Service

During May, the Police Department responded to a substantial volume of community needs, receiving 2,254 emergency 9-1-1 calls and handling 5,263 calls for service. Priority 1 emergencies were answered with an average response time of 5 minutes and 40 seconds, demonstrating the department's continued focus on rapid response to critical incidents.

Enforcement Activity

Officers remained proactive in addressing crime and traffic safety throughout the city.

* 235 adult arrests were made during the month.

* 408 moving and miscellaneous citations were issued.

* 922 parking citations were issued.

* 67 vehicles were impounded.

* 12 DUI arrests were made, helping keep impaired drivers off our streets.

Crime Trends

Preliminary crime statistics indicate encouraging progress across several major crime categories.

In May, the department recorded 79 Group A offenses, including 24 crimes against persons and 55 crimes against property. Compared to the previous month, several categories experienced notable decreases, including:

* Sexual offenses decreased from 8 to 1.

* Assault offenses decreased from 44 to 23.

* Robberies decreased from 2 to 1.

* Burglaries decreased from 11 to 7.

* Larceny offenses decreased from 52 to 40.

* Motor vehicle thefts decreased significantly from 22 to 7.

Year-over-year comparisons also show positive results. Calls for service declined by approximately 18 percent, while Group A offenses were reduced by 58 percent compared to May 2025.

Quality of Life & Community Services

The department's specialized units continued addressing quality-of-life concerns while connecting individuals with needed resources.

The IMPACT Team remained active throughout the city, making 27 arrests with a strong focus on addressing drug-related activity, trespassing, and outstanding warrants.

Homeless outreach personnel conducted 79 contacts, provided 33 services, and successfully placed 9 individuals into housing or supportive programs.

Code Enforcement staff also remained active in preserving community appearance and neighborhood quality by removing 34 illegal signs and closing 58 cases during the month.

Community Engagement

The Police Department continued building strong relationships with residents through a variety of community events and outreach efforts, including:

* Ride to Live

* National Police Week activities

* Pink Patch Project outreach

* Community spring picnics

* Career fairs

* Police K-9 demonstrations

These events provide valuable opportunities for residents to connect directly with officers and learn more about the services provided by the department.

Training & Behavioral Health Response

Professional development remains a priority. During May, nine employees participated in training programs totaling 265.5 hours.

The department's TEST Program, operated in partnership with Behavioral Health services, received 20 new referrals during the month. The program continues to successfully assist individuals experiencing mental health and substance-use challenges while reducing repeat calls for service and connecting residents with appropriate support resources.

The City will continue monitoring public safety trends closely to ensure resources are deployed effectively and emerging concerns are addressed proactively. Based on current data, Upland continues to experience strong public safety outcomes and positive trends across many key performance indicators.
