Upland Police Department — March 2026 Public Safety Update

The Upland Police Department continued to provide consistent and responsive public safety services throughout March 2026. Emergency response times remained strong, overall call volume declined compared to last year, and year-over-year crime trends show meaningful reductions. At the same time, the Department maintained a balanced approach—combining enforcement, proactive policing, and community engagement—while continuing to invest in officer training and partnerships that address long-term quality-of-life concerns.

Key Public Safety Metrics:

  • Priority 1 response time averaged 6 minutes and 14 seconds for the most critical, life-threatening emergencies

  • 5,529 calls for service handled (down 10% compared to March 2025)

  • 2,391 emergency 911 calls received

  • 528 cases processed during the month

Enforcement & Crime Activity:

  • 238 adult arrests, including:

    • 71 White

    • 33 Black

    • 117 Hispanic

    • 17 All Other

  • 104 Group A Offenses, including:

    • 35 Crimes Against Persons

    • 69 Crimes Against Property

  • Overall Group A Offenses decreased by 49% year-over-year

Traffic Safety & Enforcement:

  • 44 traffic collisions (37 injury, 6 non-injury)

  • 362 moving and miscellaneous citations issued

  • 778 parking citations issued

Notable Public Safety Activity:

  • 14 DUI arrests

  • 48 vehicles impounded

  • 91 personnel trained, totaling 532 hours of training

Quality of Life & Community Services:

  • 31 quality-of-life related arrests, including:

    • 7 drug-related

    • 11 trespassing

    • 7 warrant arrests

  • Homeless outreach efforts included:

    • 112 contacts

    • 26 services provided

    • 11 placements

    • 21 resource linkages

  • Code enforcement activity:

    • 198 illegal signs removed

    • 226 cases closed

    • 34 shopping carts retrieved

Community Engagement:
Officers remained actively engaged in the community, supporting events such as Read Across America, Hero’s Night at Chick-fil-A, Upland Little League Opening Day, Neighborhood Watch meetings, and other local outreach efforts that strengthen relationships with residents.

Crime Trends Overview:

  • Month-over-month increases were observed in select categories, including robberies, larcenies, and vehicle thefts

  • No homicides were reported

  • Burglaries remained unchanged

  • Year-over-year comparisons show:

    • Crimes Against Persons down 47%

    • Crimes Against Property down 51%

    • Overall Group A Offenses down 49%

Behavioral Health Partnership (TEST Program):
The City’s partnership with the San Bernardino County Department of Behavioral Health continues to play an important role in addressing mental health and substance use challenges:

  • 18 new referrals (all from police calls for service)

  • 18 field responses

  • 62 follow-up contacts

Overall, the data reflects a stable public safety environment with strong year-over-year improvements. While some categories saw modest month-to-month increases, there are no significant areas of concern at this time. The City will continue to monitor trends closely and remain proactive in maintaining public safety for the community.
