Police Department:

• The Impact Team responded to a transient problem near a salon in the 1300 block of E. Foothill Boulevard. Two transients reportedly had set up an encampment in the dumpster enclosure. The team contacted the subjects, and one was found to be in possession of fentanyl and drug paraphernalia. The other subject was found to be in possession of methamphetamine and drug paraphernalia. They both were booked at the West Valley Detention Center. Homeless Services also found placement for a homeless veteran.

• Code Enforcement had 22 proactive cases, closed 42 cases, removed 36 illegal signs, and conducted 70 inspections. They also cited an illegal sidewalk vendor, who did not have the proper permits.

• Team 1 Days responded to an attempt suicide. A subject who was depressed due to a recent break up and the loss of his daughter took multiple pills. Officers performed lifesaving steps but were unsuccessful.

• On February 15, Upland Police conducted a traffic enforcement operation. Officers were out looking for violations of Upland's primary crash factors. 32 traffic citations were issued. This operation is conducted on an overtime basis and grant funded.

• On February 15, officers responded to the Tesla dealership in the 1000 blk of E. 20th St regarding a large group of people who had gathered to protest the company's founder. There were reports of vehicles doing burnouts in front of the business, and people trespassing on the business' property. Officers contacted the people who were on Tesla's property and were able to get them to cooperate and move to a public area to continue their demonstration. Officers remained in the area to maintain a safe and peaceful environment until the demonstration was over.

• On February 17, officers were dispatched to an apartment complex located in the 800 block of N. Benson Avenue reference a male who was possibly under the influence and was parked in a resident's carport stall. Officers contacted two males; both of whom were uncooperative. The driver was quickly detained; however, the passenger was extremely uncooperative and barricaded himself in the vehicle while repeatedly reaching into his jacket pockets and waistband area. After a taser deployment, the passenger exited the vehicle but was still uncooperative with officers. He was subsequently detained, and a loaded, unregistered firearm was recovered from the passenger's jacket.

• On February 19, we were dispatched to a residence located in the 1400 block of N. Grove Avenue for a safety check of an elderly female. The reporting party advised that the female's son suffered from schizophrenia and threatened to kill anyone who came to the residence. Officers contacted the male outside of the residence, who also had an outstanding arrest warrant. Officers ensured that the elderly female was safe, and they arrested the male for the warrant.

• On February 19, officers were dispatched to the rear of CVS located in the 600 block of E. Foothill Blvd reference a male who was seen carrying a black handgun. Officers arrived on scene and performed an extensive area check but were unable to locate the male.

• On February 20, we were dispatched to an apartment complex in the 1200 block of E. 9th Street reference a family whose son was under the influence and attempting to enter their apartment. Officers arrived on scene but were unable to locate him. Officers left the scene and about 15 minutes later, the son returned to the apartment. This time, officers deployed the drone and were able to track the male as he ran from officers. They were finally able to detain him on the bike path and Arrow Highway, and he was subsequently arrested and transported to West Valley Detention Center.

• On February 24, officers were dispatched to burglary at a cell phone repair store in the Colonies. A caller reported seeing a male break into the business and run northbound in the parking lot. The witness followed the male and waited for officers to arrive on scene. The suspect was arrested for burglary. Money taken from the business was recovered on the suspect. The suspect was booked at the jail for burglary.
