This Week in Upland – Community Updates from City Hall

This week’s update highlights the important work being done across all departments — from law enforcement and public works to planning, recreation, and city administration. Whether it’s strengthening public safety, improving infrastructure, or delivering quality services, our team remains focused on keeping Upland running smoothly and responsibly.

💼 Administrative Services Department

Finance & Customer Service:
City staff continues diligent efforts to manage and recover outstanding utility debts through the lien process. This week:

  • Utility Billing collected $17,790.33 from past-due customer accounts and an additional $6,997.95 from delinquent renter accounts.

  • Delinquent account data was submitted to San Bernardino County for tax roll processing.

Human Resources & Risk Management:
Human Resources continues to strengthen the city’s workforce while ensuring compliance with labor regulations. This week:

  • The City’s Wellness Committee launched July’s Healthy Eating Month with fresh fruit deliveries to each department.

  • Open recruitments announced for:

    • Assistant/Associate Engineer

    • Deputy Director of Public Works (Operations & Utilities)

    • Engineering Manager – Utilities

    • Environmental Compliance Inspector I/II

    • GIS Specialist

  • Six new hires welcomed across departments.

  • Tracy Montez promoted from Risk Management Coordinator to Police Dispatch Supervisor.

Information Technology:
The IT Division was fully engaged this week with projects designed to strengthen cybersecurity, improve field operations, and streamline city services.

  • IT staff configured mobile devices and security for Police, Public Works, and HR teams.

  • Resolved streaming issues with YouTube Live and expanded our internal video surveillance network.

  • Installed new systems and conferencing equipment for Finance and Public Works.

  • Supported Police with dash cam software and security configurations.

🏗️ Development Services Department

  • Over the past two weeks:

    • 229 inspections completed

    • 72 permits issued

    • 72 construction plans reviewed

    • The Planning Division reviewed 16 zoning clearances and advanced two Administrative Use Permits—one for an event venue and one for a beauty salon.

    • Final inspection was conducted for the new McDonald’s drive-through on Foothill Blvd.

Land Development & Transportation

  • Issued encroachment permits for:

    • JD Allisons patio build in Downtown Upland

    • SCE streetlight and vault work

    • Conduit trenching for future EV chargers

  • Presented the Mobility Master Plan draft to the Public Works Committee.

  • Provided support on water connections for Claremont McKenna’s project and several infrastructure transition plans.

Economic Development & Housing

Site visits and inspections were conducted for ongoing storefront improvements at:

  • Hair Secrets, Patra Dining, and Cats & Comics

  • Assisted applicants from O’s Ice Cream and Coterie Tea through the Small Business Expansion Grant process.

  • Staff filed a Notice of Exemption for a city parcel sale and prepped a resolution for Council consideration on July 28.

  • City website updated to promote the SBDC July training series.

  • Researched a potential Uber/Lyft pickup zone for Downtown Upland.

🎭 Recreation & Community Services

Recreation staff continue to deliver a mix of civic services and fun summer programming for all ages.

  • Light Up the Night Fireworks Spectacular on July 4 welcomed over 2,700 guests to Cable Airport for music, food, and fun.

  • Staff attended the Disney Institute’s Quality Service workshop, bringing back new ideas for customer service improvement.

  • 46 seniors visited the Getty Villa, exploring over 44,000 artifacts and enjoying lunch at the museum café.

  • Moonlight & Music Series continues TONIGHT with PHT & The Honky Tonk Nights at Magnolia Park (7:00 p.m.). Enjoy food trucks, dancing, and—for the first time ever—Boots & Brews beer garden in partnership with Upland Rotary. 🍻

  • Ongoing programs:

    • 8 park reservations this weekend

    • 3 facility reservations

    • Preparations underway for Scary-a-Faire (Oct. 25)

    • Red, White & Bark Patriotic Pup Photo Contest voting now live on Instagram

  • Gibson Senior Center

  • Saturday Garden Club meets weekly to maintain the back patio garden.

  • Billiards Tournament: Friday, July 11, 12:00 p.m. (ages 50+), $5 entry includes refreshments and prizes.

🚔 Upland Police Department: Public Safety Highlights

Upland Police Department continues to deliver strong public safety services with targeted enforcement, strategic response, and crime prevention.

Key Incidents

  • June 29 – A man was arrested near Mountain Ave. and the railroad tracks for resisting arrest and possessing a nitrous oxide tank after fleeing officers on foot.

  • June 30 – While searching for a stolen vehicle, officers located a different suspect on probation with warrants and made an arrest.

  • June 30 – A juvenile was arrested for kicking her pregnant mother during a domestic dispute.

  • June 30 – Officers arrested a suspect for theft and felony fentanyl possession at a store on N. San Antonio Avenue.

  • July 2 – A male suffering from an overdose was revived with Narcan and transported to the hospital.

  • July 2–3 – Multiple arrests for theft, drug possession, and trespassing along the railroad and gas station corridors.

  • July 5 – Officers responded to a domestic incident involving a daughter threatening her mother with a knife and lighting mail on fire. The suspect was arrested for criminal threats and brandishing a weapon.

  • July 8 – A DUI arrest was made after a driver crashed her vehicle; she tested over three times the legal limit.

Code Enforcement

  • Continued enforcement at an illegal trucking business on Huntington Drive. Additional citations were issued, and the owner has committed to vacating the site within a month.

Conducted fireworks enforcement during the Fourth of July holiday, issuing several citations and preventing illegal

🛠️ Public Works Department: Infrastructure in Action

Capital Projects

  • 14th Street Rehabilitation: Design team’s traffic calming measures are under city review; utility notifications ongoing.

  • Foothill Blvd. Rehabilitation (Benson to Redding): Construction contract awarded June 23. Preconstruction meeting pending.

  • Grove Avenue Rehabilitation: Utility coordination and traffic design analysis in progress.

  • Alpine / Vernon / Palm Rehab: SCE has energized new streetlights; punch list items are now being completed.

  • Generator Installation (Plant 2, 6 & Animal Shelter): Demolition underway. Engineering reviewing RFIs and materials.

  • “A” Street Parking Lot Rehab: Notice of Completion scheduled for Council review on July 28.

  • Police Department Second Floor Expansion: Carpet installation is complete; contractor will begin final walkthrough items.

Operations

  • Public Works crews staged and striped the July 4th parking lot, pressure washed the Greenbelt Park driveway for the fireworks event, and cleared tree debris on Columbine Way.

  • Operations team also participated in a training session with the Disney Institute on Quality Service.

Utilities

  • Weekly water production averaged 16.5 million gallons per day.

    • San Antonio Water Treatment: 1.3 MGD

    • Imported surface water: 3.3 MGD

    • Local groundwater: 11.9 MGD

🗣️ City Manager’s Office

The City Manager’s Office continued its coordination and oversight of strategic initiatives, staffing, and public communications:

  • The City Manager joined the Chamber’s Economic Development & Government Relations Forum.

  • Public information outreach included notices on:

    • July 4th events

    • SBDC workshops

    • Public meetings

    • Animal shelter services

    • Senior job opportunities

  • City Clerk administered the oath to six new employees.

  • In July, the Clerk’s Office:

    • Processed 73 public records requests

    • Responded to 3 subpoenas

    • Participated in California Public Records Act training
