If you weren’t able to attend the last Public Works Committee meeting regarding the proposal to move sewer and trash utility billing to the County property tax roll, here’s another opportunity to learn more.
A public workshop will be held on Tuesday, May 6, and the official public hearing is scheduled for Monday, May 12, 2025 at 6:00 pm

Hello Upland neighbors,
We’ve had a productive week across our city departments, with some major community improvements, new faces joining the team, and helpful programs coming your way. Here’s your inside look at what’s going on behind the scenes to keep Upland safe, clean, and thriving.
🏛 Administrative Services: Behind the Scenes of City Hall
Customer Service
We’re almost finished transitioning all water utility accounts into the name of the property owner, making it easier to manage billing and communication. Only about 1,000 accounts remain.
421 accounts are currently being reviewed for our annual property lien process due to non-payment. This is routine, but if you have questions, keep an eye out for the utility workshop!
In March, the team processed 986 utility payments and issued 185 animal licenses — that’s a lot of furry family members staying legal!
Personnel Updates
Congratulations to Stephanie Campos, who’s been promoted to Senior Customer Service Specialist.
Several open positions are being filled, including in the Police Department, Building Inspection, and Public Works.
🏗 Planning, Building & Housing: Growth Done Right
Planning & Development
A new brewery expansion is coming to Upland! Pro-Five Brewing Co. received a $15,000 grant for patio improvements through our Small Business Expansion Program.
Final inspections were completed at the Towns on First development — more new housing is nearly move-in ready.
Planning staff worked with developers on affordable housing proposals and helped prepare a major AHSC grant application for the Second & Stowell project, which could mean more state dollars for Upland housing and transit.
Downtown Revitalization
Business owners are getting help on how to preserve historic buildings while updating for modern use.
A May 4 car show hosted by County Fire is set for Downtown. Come check it out!
🚓 Public Safety: Keeping Upland Safe
Police Department
A Distracted Driving crackdown issued 38 citations last week — just a reminder to keep your eyes on the road!
A few major incidents occurred, including:
A shooting investigation on Foothill Blvd
A DUI crash at the skate park
Several arrests related to retail theft, assault, and domestic violence
Officers also chased down a suspect on an e-bike who tried to avoid a traffic stop — and caught him.
Code Enforcement
Our 9th Street clean-up continues, with 14 active cases and real progress being made.
The IMPACT Team is actively patrolling Downtown and recently held active shooter training for local restaurants.
🚧 Public Works: Fixing Streets & Building Better Infrastructure
Street & Infrastructure Projects
Lexington Ave & surrounding streets are getting final striping this week.
A Street Parking Lot is paved, lit, and almost ready to open.
Foothill Boulevard will be resurfaced soon — bids are out now, and we’ll start construction this summer.
Multiple reservoir and water system upgrades are underway to improve long-term reliability

Water & Sewer
Upland produced 14 million gallons of water per day last week — 74% of it from local groundwater, which helps keep costs lower.
Public Works is also improving access to underground septic systems to improve maintenance and safety.
Events & Community
At our Earth Day / Arbor Day event last Friday, 163 residents participated despite light rain, and we planted a beautiful new tree at Greenbelt Park. Thanks to everyone who came out!
Maintenance teams are also filling potholes, repainting crosswalks, and making Upland safer for drivers and walkers alike.
📚 Recreation & Senior Services: Fun for All Ages
This week, we honored the amazing volunteers who’ve donated 9,600 hours to the City this year — their work is worth over $384,000!
Our first Bleed Safe/Active Shooter Training session trained 20 residents — more sessions coming soon.
Passport Day was a huge success, with 85 people getting help on travel documents.

📣 City Hall Highlights
Mayor and Council celebrated the grand opening of Amazon Fresh on Foothill Blvd — bringing jobs and fresh food to our community.
The Walmart Neighborhood Market on Fhoothill and Grove celebrated the store remodel.
Our Public Information Team spotlighted National Adopt a Shelter Pet Day, Go Skate Day, and Star Wars Day at the Library.
